On July 1, 2025, motorcyclists in Minnesota will be able to legally split lanes in stopped and low-speed traffic. Lane-splitting speeds will be capped at 15–25 mph, depending on conditions in stopped or bumper-to-bumper traffic. On paper at least, drivers who block or impede lane-splitting motorcyclists could face a misdemeanor.

A rare bipartisan agreement in Minnesota’s 2024 legislative session produced the law, thanks in part to the lobbying efforts of motorcyclist Phil Stalboerger, a victim of a 30 mph rear-end collision while stopped in traffic. Stalboerger’s efforts follow Colorado, Arizona, Montana, and of course, longtime home of the practice, California. Interestingly, California only legalized the practice in 2016 while Colorado’s law goes into effect in August of this year. Arizona’s law dates to 2022, with Montana’s coming in 2021.

<img fetchpriority="high" decoding="async" alt="Whether lane-filtering or lane-splitting, the benefits are obvious. It’s safer, more efficient and one of the better reasons to ride in America, where permitted. (Adam Waheed/)

The year between the law’s passage and enactment will allow the Minnesota Department of Public Safety to spend $200,000 educating drivers and riders alike about the impending law. As any motorcyclist knows, there’s often a big difference between what’s legal and what’s practiced on the road. Education aside, after July 1, time, familiarity, and experience will likely make the difference as far as cars and motorcycles accepting lane-splitting as the new normal.

As a side note, lane-filtering is also legal in Arizona, Montana, Hawaii, Utah, and Colorado. The difference? Lane-filtering is where motorcyclists are allowed to pass stopped and/or slow moving vehicles (in certain states) on the right on multilane roads, typically at stoplights or intersections.

It’s a rare victory for common sense, safety, and transportation efficiency. Motorcyclist has covered the issue for a long time as longtime practitioners and advocates of lane-splitting. Being based in the Golden State will do that. As for the rest of America, keep hoping and writing to state lawmakers in equal measure.

And maybe it’s time to plan a vacation ride in Minnesota to spend some disposable income.
